Intelligence test: Eyes Only

Question 4:
“The financial systems of the department [i.e. the Pentagon] are so snarled up that we can’t account US$2.6 trillion in transactions.” (Donald Rumfeld, Secretary of Defense, July 16 2001). The missing amount was later reduced to US$2.3 trillion. Where did this money go to? Petty cash? A deep, black question!

    Surely this is a trick question? We can't lose what we never had!

    OK, for 20 marks, I'm willing to take a stab in the dark; out where Dolan's 'black industry' is tucked away. Do I get a tick for trying?

    I fully expect you to later reduce the number of available marks to .02, anyway.
